For instance, IoT, AR and VR are all ways that FMs can optimise thermal comfort, reduce operation costs, and create realistic simulated environments of buildings and facilities.
There is enormous potential to improve the efficiency, effectiveness and sustainability of facilities management, but it comes with challenges.

Conor Cooney
Conor joined Arup on 1999 to continue his engineering skills, first practiced in the UK. Since 2003, he has been leading the Asset & Facility Management Consultancy team in Arup. As an Associate Director, Conor and his team offer Advisory Services to Arup clients in relation to improving Responsible Business, Resilience, Performance Evaluation, Investment Planning and Digital Integration. He is a Certified FM and the current Chairperson of IWFM Ireland Committee and IAM Committee (Munster).

Aidan Cullinane
Aidan has over 25 years of experience in the AEC, FM & Maintenance sectors, working throughout Ireland, Germany and the UK. Aidan commenced his career with John Sisk and Son Ltd via the trades pathway (Carpentry). He progressed quickly to a trainee foreman, section foreman, site foreman and site agent, working on projects from €500k to €70m.
Aidan expanded his career in 2012 and moved into the FM world with Sodexo and Noonan. He worked in the PPP sector, public sector, and the pharma division in delivering projects, maintenance and FM services to internationally recognised clients.
He joined the HSE in January 2016 as Maintenance Officer for University Hospital Kerry and transitioned to the Operations Support Manager for CHO4 / SSWHG. In March 2020, and undertook the appointment of NEIS (National Estates Information System) Product Owner – Operations and Maintenance role with his colleague, Mr Larry Murphy. The role involved designing, configuring, testing and implementing a new Digital Maintenance and FM system for the full HSE Estates nationally.
Aidan has a high level of aptitude for Digital transformation and specifically Digital systems in the areas of Project Management and Hard FM

Phelim Devine
Phelim Devine is the Project Director of the National Paediatric Hospital Development Board (NPHDB) since June 2019, and formerly the Design Director/Deputy Project Director between January 2014 and June 2019. The NPHDB is responsible for the Design, Planning, Building and Equipping of the new children’s hospital and Family Accommodation Unit on the St James’s Hospital campus and two Paediatric Outpatient and Emergency/Urgent Care Centres on the Tallaght and Connolly Hospital campuses. The new children’s hospital represents the largest single capital investment in any healthcare capital project in Ireland.
Phelim’s role includes responsibility for the Project Delivery within an Executive Leadership team reporting to the Chief Officer and the Board. This responsibility includes the planning, design, construction, commissioning and equipping of the project facilities within agreed project governance that facilitates interfacing and reporting to the key project stakeholders and sponsors. Phelim leads a senior team of both internal and external construction, equipping and procurement professionals.
Before working with the NPHDB Phelim was a Director of global consultancy firm Arup where he led the design of medium to large multi-disciplinary building projects across multiple sectors but in particular healthcare projects.
Phelim is a Chartered Engineer and member of Engineers Ireland. He graduated with an honours degree in Engineering from Trinity College and obtained Higher Diplomas from Trinity College in Project Management and Construction Law and Contract Administration. Phelim held a number or roles within the Association of Consulting Engineers of Ireland and Engineers Ireland, and represented the Association on a number of the construction industry committees.

Dr Paul Horan

Harri John
Harri is Head of Digital Advisory at CBRE. With a strong focus on digital and innovation, she works closely with clients to develop the business case for investing into technology across their buildings and places, adding value by identifying the "so what" for her clients. Her goal is to help clients realise the potential for data and digital technologies to drive better outcomes across sustainability, efficiency, productivity, health & wellbeing, experience and resilience. She is passionate about the role that digital will play in the workplace of tomorrow, and how it can help in creating a more sustainable future.
Skilled at combining qualitative and quantitative data to drive strategy, she has worked with both corporate and public sector organisations helping them to navigate an increasingly complex and fragmented technology landscape. She shapes their digital strategy, identifies the right solutions and implements sustainable digital transformation.

Robert Moore
Robert Moore is a digital construction advocate and an early adopter of new technology and processes. He started his career in the 1990s when the digital tool CAD (computer-aided design) was becoming mainstream in the industry. In 2007, he moved from CAD to modelling and then in 2012 he progressed to information management and became interested in Lean methodology. He is passionate about reducing waste and adding value through digital construction and Lean techniques.
Robert has been the Project Lead at Build Digital Project since early in the project’s first year. He is overseeing Build Digital progress into the performing stage of the project. Prior to this, Robert worked client-side in the public sector with the Grangegorman Development Agency (GDA). As their Information Manager, he developed internal processes to increase the effectiveness and efficiency of the agency, and he worked with the supply chain to develop their capacity to deliver a quality product. His background is in the MEP sector, where he has worked for both design consultancies and install contractors in various practice types, from small local firms to large multidiscipline multinational companies within Ireland and internationally in Germany, Australia, and the UK.
Robert co-authored CEN/TR 17654:2021 ‘Guideline for the implementation of Exchange Information Requirements (EIR) and BIM Execution Plans (BEP) on European level based on EN ISO 19650-1 and -2’. He gained a first-class honours Construction Informatics MSc and has published three papers, two on information process standards and a third paper on the Irish digital transformation roadmap. Robert previously participated as a National BIM Mirror Committee member, Lean Construction Ireland (LCi) Leadership Group Member, BIM Innovation Capability Programme Client Working Group Member and Eastern BIM Region Steering Committee Member.

Larry Murphy
With over 30 years working in the FM field, primarily in hard FM, Larry’s current role is Product Owner for the Operations/Maintenance & Space Management Modules of the HSE’s NEIS Project (National
Estates information System). Originally working in a maintenance role in the Electricity generation, Security and Aerospace industries, Larry has since worked in Electrical Engineering and Building & Maintenance Management roles within the HSE.
He has been using electronic FM tools since 2002, and I believe strongly in using digital means to accomplish efficiency and consistency in his areas of work. Larry has successfully implemented digital FM solutions throughout his working life, and continue to do so in his current role, which includes all facets from design, configuration, testing to implementation of digital FM Management Systems.

Derek O’Boyle
MKF Property Services is an Irish owned company which offers proven Facilities Management solutions and expertise both nationally and internationally. Established over 20 years, MKF partner with their clients to deliver flexible and agile FM solutions ranging from traditional FM Core services such as technical/soft services provision and EHS, through to FM Strategic Services and Project/ Capital Investment Management and Support.
Derek O’Boyle has over 15 years’ experience working in the built environment and FM Industry, managing multiple FM clients across Healthcare, Manufacturing, Public Sector, Commercial / Multinational, Hospitality and Tourism within the Irish market. In addition, Derek has successfully delivered and managed a broad base of FM Project Solutions across Ireland, Holland, Sweden and Georgia.
Derek is member of IWFM and also sits on the IWFM Ireland Region Committee.

Dr Claire Penny
Claire is the Director of Global Partnerships at Invicara where she gets to combine her passion, experience and learning from the past 22 years, to assist companies on their Digital Twin journey. She previously worked at IBM for over 19 years where she worked operationally in the FM and Real Estate team and technically in the Smart Buildings software team, where she was the Global Industry Leader for the Watson IoT for Cognitive Buildings group. She has a record of successfully converting innovation projects into commercialised, revenue generating products, and for driving results across matrixed global teams. She is renowned for her passion, getting things done, love of evangelizing, and is a prominent international speaker on the topics of Digital Twins, IoT, PropTech, and Smart Buildings.
Claire’s external commitments include Non-Executive Director on the board of CITA (Construction IT Alliance) Ireland and Non-Executive Director of Producer Register Ltd (PRL). She is a technical advisor for the Estates Gazette and, also very active within the BSI, assisting with the revision of many British Standards relating to the Facilities Management.

Georgina Quigley
Georgina is an enthusiastic advocate for Digital Transformation and Innovation in the construction industry. As the former CEO of ACB Group, she successfully led the company through a digital transformation journey ,positioning it as a pioneering force in delivering large-scale critical infrastructure projects, particularly data centres. Her dedication to innovation enabled her business to scale and achieve more with fewer resources, thanks to the implementation of cutting-edge Building Information Modelling (BIM) capabilities.
Georgina believes in the power of early engagement and knowledge sharing from facilities management experts and emphasizes the importance of optimizing building design for efficient building life performance. Her experience in delivering external envelope solutions, including roofing and cladding, has provided valuable insights into managing the structural integrity of buildings and mitigating potential structural integrity effectively.
Her drive for continuous improvement and excitement for technology’s potential are evident in her anticipation of the opportunities that Internet of Things (IoT), Artificial Intelligence (AI), and machine learning bring to facilities management.
As an active member of BIMhero.ie, Georgina collaborates with fellow BIM coordinators and AEC professionals to advance the use of digital technologies in the Architecture, Engineering, and Construction sector.
As industry advocate on the Build Digital Leadership Pillar Georgina is particularly interested in the sociotechnical transition of digital construction working with the build digital team to transform the Irish construction and built environment sectors by enabling all stakeholders, particularly SMEs, clients, and suppliers, to develop, maintain, and continuously improve their capabilities as digitally enabled, standards-based, agile, collaborative, and sustainable participants in the delivery of Project Ireland 2040.
